CREW: End of project evaluation.


Old Bell 3 Ltd. was commissioned by CREW in October 2015 to evaluate its activities as funded by the Community Innovation Grant Scheme (CIG). The purpose of the evaluation was to examine the ‘activities of CREW during the CIG funding period, and to assess its performance against the outcomes set out in the offer of grant letter’.


The evaluation sought to address three key research questions:


  • Has CREW achieved its targets and outputs?
  • What has been the impact of CREW on organisations and individuals involved in regeneration in Wales?
  • What is the ongoing need for the services that CREW provides?


The methodology adopted for the evaluation included a desk-based review of relevant literature and performance data relating to CREW. It also involved the preparation of appropriate qualitative research instruments and undertaking consultation interviews with a range of CREW stakeholders and attending/observing two relevant meetings and a CREW organised conference. In all, 62 individuals were engaged as part of the evaluation process and given the opportunity to provide their views. 


It is important to note that while the terms of reference for the evaluation focused specifically on the period of the CIG funding awarded to CREW (i.e. April 2013 to March 2016), where possible and appropriate the evaluation team reflected on the views of stakeholders relating to CREW’s work during the period which pre-dated CIG funding.
